A chiropractor whose office was on Broadway pleaded guilty earlier today to using illegal “runners” to obtain patients to overcharge insurance companies, announced the Passaic County Prosecutor’s Office.

Joseph Salomone, 45-year-old, a resident of Clifton and Nutley, who operated out of the Pain and Injury Center of North Jersey, was investigated by the office for three months, during which investigators found him paying $800 to $1,000 per patient runners.

“The scheme involved “runners” who would obtain police accident reports and then personally contact accident victims,” according to the office. “The victims would then be referred by the runners to Dr. Salomone for the purpose of filing personal injury protection (PIP) claims against their automobile insurance policies.”

Salomone defrauded insurance companies by providing false documents: when a patient needed only a little bit of care, he provided the care, but billed the insurance company for other treatments. The chiropractor managed to defraud insurance companies out of more than $89,000; last month Salomone agreed to repay his ill-gotten gains.

“Illegal Running (N.J.S.A. 2C: 21-22.1) is a third degree offense punishable by from three to five years in State Prison,” according to the office. In November the office stated that the chiropractor would serving four years in prison, but that has been reduced to three with a lump sum fine. “The plea deal calls for Dr. Salomone to be sentenced to three years in State Prison. Salomone also agreed to pay a $10,000 fine at time of sentencing,” read a statement from the office.
