Two alleged drug dealer arrested, more than 650 heroin packets recovered

A city police officer monitoring the network of police cameras on various streets observed a number of hand-to-hand drug transactions being conducted at a certain location.

Police officer Willie Palomino also saw where the drugs were hidden at the location. The officer was also monitoring the new police text-for-tips line, said police director Jerry Speziale.

As Palomino was monitoring the location, an anonymous tip came in that provided information about the suspects and hidden location of drugs. The officer communicated with the tipster and dispatched units to the area at about 10:38 a.m. on Monday.

Two alleged city drug dealer were arrested: Luis Serrano, 20, and Elijah Samuels, 24, said the director.

Police officers Daniel Pent and Jonathan Bustios made the arrests. Bustios had to chase Samuels through Montgomery Street before finally detaining the suspect.

Serrano has been charged with possession of 109 glassines of heroin with intent to distribute. And Samuels has been charged with possession of 543 glassines of heroin with intent to distribute.

Samuels has also been charged with resisting arrest, said the director. Both are being detained in city police lockup.

“Buyers and dealer better realize our efforts to rid our city of drugs will continue and intensify,” warned Speziale.
