Paterson council targets shared services agreements with Haledon, North Haledon

Council members on Tuesday evening raised questions about the city’s animal control shared services agreements with Haledon and North Haledon.

“We’re on losing end of these shared services agreements,” said council president William McKoy. “What are we getting for what we’re providing?”

Each town will pay the city $1,000 per month, according to the accords before the city council. Some council members thought the fees were too little for the services being provided.

The agreement states the city will provide the same services it provides to residents with the exception of patrolling streets for stray animals.

Animal control officer John DeCando said the city has had shared services agreements with both communities for the past 35 years. He said the city responds to 4 to 5 calls a month from each of the municipalities.

“We only do a handful of calls there,” said DeCando. He said the calls are often received from the police departments of the towns.

DeCando said at one point the monthly fees paid by the two neighboring towns was $50 each.

Over the years the fees have been increased.

The three-year agreement before the council runs from April 12th, 2016 through April 11, 2019.

McKoy wanted to know the specific services the city will provide to Haledon and North Haledon. He also wanted an explanation as to how the city settled on the $600 per month for services and $400 for on-call services.

The city will collect $24,000 per year or 7.5-percent of its animal control division budget from both towns.

Paterson spent $322,124 on Animal Control in fiscal year 2015, according to city records.
