Paterson awards more than $1 million in contracts for antiquated sewer system

The city awarded two separate contracts for engineering and legal services worth $1,025,000 to comply with state and federal government mandates to address its antiquated combined sewer system that releases sewage into the Passaic River in heavy rainfall and snowmelts.
The largest contract worth $1 million was awarded to Parsippany-based PCI Professional Consulting Inc. for engineering services. The firm will handle a variety of engineering related tasks including assisting the city in maintaining compliance with state storm water management regulations, handle topographical surveys, and maintain a road map of street and sewer main repairs, and assist the city in putting together grant application to the New Jersey Environmental Infrastructure Trust.
Oakland-based law firm Cleary, Giacobbe, Alfieri & Jacobs, which has been assisting the city in complying with New Jersey Department of Environmental Protection and U.S. Environmental Protection Agency (EPA) regulations relating to the combined sewer system, was awarded a $25,000 contract.
The law firm will also negotiate new sewer agreements with municipalities that connect to Paterson’s sewer system. The city late last month rescinded old agreements with the six entities that connect to the municipal sewer system with the goal of renegotiating the agreements to ensure those entities are paying a “fair” usage rate.
Council members awarded both contracts during a special meeting on Tuesday night.
