A municipal court judge on Monday afternoon threw out a summons that was issued to a city cab driver during the state government shutdown.

Police officer Alfredo Guzman issued the ticket to the driver of First Class Transportation Services for driving with expired vehicle registration. The registration expired at the end of June and could not be renewed due to the shutdown of state government.

Guzman had the vehicle ticketed and towed from Broadway and Washington Street at 10 a.m. on July 4th, 2017 despite an advisory that was sent by the New Jersey Motor Vehicle Commission to all law enforcement agencies granting a two-day extension to driver licenses, permits, registrations, and inspection stickers that expired on June 30th, 2017.

“These documents will now be valid until July 6, 2017,” reads the advisory from Raymond Martinez, chairman and chief administrator of the New Jersey Motor Vehicle Commission. The advisory is dated July 4th, 2017.

“The officer lacked judgment and cost me a lot of money,” said Edgar Collazo, owner of First Class Transportation Services.

Guzman did not respond to a call for comment in July and could not be reached on Tuesday.

Guzman has been a police officer with the city for almost 14 years, according to municipal records.

Collazo said the ticket and tow resulted in almost $4,000 in revenue loss for his company. He plans on filing papers with the city to recover damages for his loss.

The officer was not present at the Paterson Municipal Court on Monday, according to the business owner.
