Paterson awards $642,400 contract to restore historic Cricket Clubhouse at Eastside Park

The city awarded a $642,412 contract to a Sussex County company on Tuesday to rehabilitate the historic Cricket Clubhouse at Eastside Park.

TNS Construction of Stanhope, which received the contract, submitted the lowest “responsible” bid for the project. In all, three firms submitted bids for the project, prices ranged from $624,412 to $918,000, according to municipal records.

The firm will fully restore the exterior of the building which was constructed in 1912 as part of a master plan for the historic Eastside Park. The park is listed on both the New Jersey Register of Historic Places and the National Register of Historic Places. Other work includes repairing the steps, replacing windows and doors, plumbing, rehabilitating the roof, installation of handicap ramp to the second floor, installation of an ADA compliant restroom, fire alarm, and electrical equipment.

Municipal officials said funds to restore the building come from U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program and the Passaic County Open Space, Farmland and Historic Preservation Trust Fund.

$459,666 is from federal funds and the rest from the Passaic County government, according to city engineer Fred Margron. The county awarded $260,000 to restore the building in 2013. $200,000 from the county grant remained unspent.

This is not the first project to restore the building. In 2015, the city spent $52,000 to repair and restore the bathroom on the bottom floor of the building. There was other work performed at the building by public works, according to municipal officials.

Margron said the latest project will start in Jun. 2018 and finish in Mar. 2019.

“I think the project is significant for Eastside Park,” said William McKoy, 3rd Ward councilman, who represents the area where the building is located.

McKoy disagreed with having a handicap accessibility ramp on the side of the building. He said the elevation on the front of the building is lower and a much more sensible place to install the ramp.

A side ramp ends at the concession area which is likely to be congested, said McKoy.

Luis Velez, 5th Ward councilman, asked whether landscaping is included as part of the project. The area in front of the building is filled with rocks, he said.

Margron said landscaping is not included.
