Paterson police arrest four in Hamilton Avenue drug raid

The police apprehended four people and seized heroin and crack cocaine during a raid at a Hamilton Avenue house, according to police director Jerry Speziale.

Betty C. Fullard, 56; Bernard W. Moore, 37; Richard A. Peters, known on the street as “Dick,” 47, all of Paterson. And Jake R. Otterstedd, 19, of Park Ridge were arrested on drug charges, authorities said.

Police arrested all four during a raid at 212 Hamilton Avenue on August 3, 2018, authorities said. Police seized 41 glassine envelopes of heroin stamped “Welcome to Hell” in black ink, 20 baggies and 5 loose grams of crack cocaine from Moore.

Moore faces 10 drug charges, police said. He allegedly sold 2 glassine envelopes of heroin and 1 baggie of crack cocaine to Fullard.

Fullard is charged with two drug offenses.

Otterstedd and Peters were each charged with loitering to commit a drug offense, authorities said.

Police confiscated $599 in suspected drug proceeds from Moore.
