City police arrested a 23-year-old man with 500 glassines of heroin on Broadway and East 27th Street on Thursday afternoon, said police director Jerry Speziale.

Luis M. Cuebas was arrested at about 4 p.m. following a surveillance operation in the area, said the director.

Cuebas has been charged with heroin possession and distribution. He is also charged with distributing drugs in a school zone.

“Paterson’s narcotics division has stepped up its efforts to rid our streets of drugs,” said Speziale.
