Prosecutor: Woman posed as doctor in Paterson health care fraud case

Three women were charged in a health care insurance fraud conspiracy on Wednesday that included one of them posing as licensed doctor at a Broadway medical office, according to the Passaic County Prosecutor’s Office.

Authorities arrested doctor Lisa Ferraro, 60, of Hillsdale; Yvonne Jeannotte-Rodriguez, 42, of Paterson; and Marta Galvan, 59, of Paterson. From January 2016 until May 2017, the three women conspired to have an unlicensed person pose as a medical doctor from the Ferraro Medical Clinic at 414 Broadway to examine patients and fraudulently bills insurance companies.

Ferraro employed Yvonne Jeannotte-Rodriguez knowing Rodriguez was not licensed to practice medicine, authorities alleged.

Jeannotte-Rodriguez allegedly saw and examined patients. She falsely held herself out to patients as a licensed medical doctor, authorities said. Furthermore, the three women allegedly conspired to bill insurance companies for services rendered by Jeannotte-Rodriguez as if they had been rendered by doctor Ferraro.

Ferraro is charged with third-degree health care claims fraud, and conspiracy to commit health care claims fraud. Jeannotte-Rodriguez is charged with third-degree unlicensed practice of medicine, and conspiracy to commit health care claims fraud. Galvan is charged with third-degree conspiracy to commit health care claims fraud, authorities said.

Each could face five years or more in state prison if found guilty of the charges.

Ferraro, Rodriguez, and Galvan were released on complaint-summonses and the case will be referred to a grand jury, authorities said.
